issue in creating certificate

Hi,
    I have build the openssl application and required dll on Windows platform.
 
    I want to use TLS for server functionalities. For this I have to create the certificate and key files. I guess, these files can be created using openssl application.
 
   I was able to create key file successfully, using following command
    
            openssl genrsa -des3 -out privkey.pem 2048

   But I am not able to generate the certificate files, becuse openssl application searching the required config file in predefined
   path /usr/local/ssl, which is not present on windows m/c.
 
   I tried "-config file" option to give the config file path explicitly, 
        openssl req -new -config e:\free\openssl\appl\openssl -key privkey.pem -out cert.csr
       
   getting following errors
 
            error on line -1 of e:\free\openssl\appl\openssl.cnf
            1424:error:02001003:system library:fopen:No such process:.\crypto\bio\bss_file.c
            :104:fopen('e:\free\openssl\appl\openssl.cnf','rb')

   It seems application is not able to open the config file.
   What could be the reason?
